Authors: Ted Galen Carpenter - Ted Galen Carpenter is Vice President for Defense and Foreign Policy Studies at the Cato Institute in Washington DC, and is the author of seven books on international affairs. He is a member of the editorial boards of the National Interest, Mediterranean Quarterly and the Journal of Strategic Studies.; Malou Innocent - Malou Innocent is a Foreign Policy Analyst at the Cato Institute. She received her BA in Mass Communications and Political Science from the University of California at Berkeley, and her MA in International Relations from the University of Chicago.
