Author: Michael Quinlan - Sir Michael Quinlan was involved as a senior official in UK and NATO nuclear decision-making during the later years of the Cold War, and retired from UK government service in 1992 as Permanent Under-Secretary of State at the Ministry of Defence. He was Director of the Ditchley Foundation 1992-99, and since 2004 has been a Senior Consulting Fellow at the IISS.
