Abstract
Using the normative capital planning framework, this entry describes the capital planning process in seven international cases. The cases suggest that the capital improvement program (CIP) can be used by different levels of governments, serves different investment purposes, and is developed within one of the three management directions: top-down, bottom-up, or in-combination.
