Abstract
Capital project evaluation is a crucial step in capital planning and budgeting. Successful capital evaluation requires an understanding of the process and mastery of analytical skills. This entry seeks to provide public administrators with a framework for managing the capital project prioritization process. The process of capital project proposal development and evaluation is described, including the roles of multiple participants and how each major participant is responsible for a distinctive aspect of the capital evaluation process. A scorecard system of capital evaluation is offered as a method for evaluating and prioritizing project requests. This entry concludes with principles for managing capital project evaluation that are drawn from both the literature and the discussions with professionals.
